"It is needless to relate how feeble- minded persons will multiply if given the oppertunity, as they are the most prolific in reproduction of any class known. "Therefore, colonization, steriliza- tion and other well known methods should be authorized to check their increase." A bill, providing for law to fulfill the aims of the above recommenda- tions was drawn by Dr. Busey and in- troduced in the last Legislature, but was killed. "Thirty-three inmates have been cared by the insitiution during the last ear, according to the report; of these twenty-three are men and ten women. Denver - The sterilization of all feeble-minded, or, if this is not feas- ible, the segregation of them on the ground that recovery is impossible for this class, is the chief recommenda- tion of Dr. A.P. Busey, superintendent of the State Home for Mental Defec- tives. In the annual report of the in- stitution made to Governor Ammons. Dr. Busey declares, in support of his sympathy with the well-known theory of scientists. "This unfortunate class accumulates because it is impossible to restore a feeble-minded person to normal condi- tion and by reason of the fact that he cannot be restored he should be kept in an institution indefinitely and not be turned into the world as a graduate and permitted to marry and perpetu- ate his kind. "In years gone by institutions for this class of persons took pride in graduating as many as possible and would turn them out into the world to multiply. "This error is being corrected as far as possible by holding them indefinite- ly in instutions provided for their care and protection. |
